Rules for absences

Apparently people sometimes don't care about absences and don't inform the team, or transfer the US' to a representative.
This can be annoying as people waiting for something or as US' can't be closed during a review.
Customers can also ask questions regarding a topic, to which nobody can give an answer to.

We need new guidelines for absences!
