FEATURE: Hide todos in live docs

Merged Dominique Barton requested to merge hide-todos-in-docs into master

We now differ between the following docs:

Live Docs: `release-*` branches & tags
Development Docs: Everything else

In the development docs, the todos will be rendered. However, in the live docs, the todos will be hidden.
