FEATURE: Add pyproject.toml

#140 (closed) I've replaced the setup.py with the pyproject.toml. TCurrently, there is no way to override the package installation.

To build the sdist, wheel the build package is being installed

There are a few code sections that need improvement::

• PACKAGE_NAME
• setup tools version extraction
• Compatibility Requirements are currently not supported Compatibility Requirements just need a , inbetween
